The Kansas City Metro Association of Permit Technicians (KCMAPT) held their first meeting on May 14, 2003 at Westwood City Hall. Eirene Oliphant, a plans analyst with the City of Lenexa, had recently attended an educational institute sponsored by the Colorado Chapter of the International Code Council (ICC). It was there where she discovered the Colorado Association of Permit Technicians (CAPT). Also in attendance at this educational institute was one of Eirene's co-workers, Emily Irwin, a Customer Service Representative. Emily was in attendance for training as a permit technician. Eirene saw the enthusiasm in Emily as well as the enthusiasm of the CAPT members and saw an opportunity to help permit technicians in the Kansas City area. While in Colorado, Eirene had the opportunity to talk with one of the founders of CAPT to get some insight on establishing a chapter in Kansas City. Eirene came home with a mission, that of starting a permit technician Chapter in the Kansas City area. She sent a letter to all of the local building officials inviting them to attend the May meeting. Several folks showed up in support of the endeavor. At this meeting, a steering committee was established to oversee the development of the Chapter. The steering committee consisted of Eirene, Emily, Chris Moretina, Rich Conroy, Mike Stewart and Harvene Bahr.
In October 2003, the steering committee offered the Chapter's first training, "The Complete Permit Technician" by Steve Burger
from Goodyear, Arizona. Several local permit technicians were able to attend the training.
By November 13, 2003, the steering committee felt they were prepared to move ahead with forming the Chapter and held the first
meeting of KCMAPT. At this meeting, a slate of officers and board members was determined. The new officers and board members
were elected into office on March 4, 2004. The slate of officers was as follows:

Treasurer, Mike Stewart
Board of Directors
On February 26, 2005, the International Code Council (ICC) Board of Directors recognized KCMAPT as a new ICC Chapter.
